Background of the Study
Industrial pollution has become a significant environmental and public health concern in Nigeria, particularly in states with burgeoning industrial activities such as Borno State. The rise in industrialization, coupled with poor environmental management practices, has led to increasing pollution levels in air, water, and soil (Mohammed & Abdulkadir, 2023). Borno State, home to several industries, including cement plants, oil refineries, and manufacturing sectors, has faced notable pollution challenges in recent years. Despite the enactment of various government regulations aimed at reducing pollution, the state continues to experience environmental degradation, particularly in urban centers such as Maiduguri (Sani et al., 2024).
The Nigerian government has implemented several regulatory frameworks, including the National Environmental Standards and Regulations Enforcement Agency (NESREA) guidelines, to monitor and control industrial pollution (Bello et al., 2024). However, enforcement of these regulations remains weak due to factors such as corruption, inadequate resources for monitoring, and a lack of awareness among industries about the potential consequences of environmental neglect (Adewale & Hassan, 2023). This study aims to investigate the effectiveness of government regulations in reducing industrial pollution in Borno State, focusing on the enforcement of these regulations and their impact on industrial practices.
Statement of the Problem
Despite the existence of government regulations aimed at reducing industrial pollution in Borno State, pollution levels remain high, suggesting weaknesses in regulatory enforcement and compliance. The study will investigate the role of government regulations in addressing industrial pollution and explore the challenges faced in reducing pollution levels in the state.

This study will focus on industrial areas in Borno State, particularly Maiduguri, where industrial pollution is most prevalent. Limitations include difficulties in obtaining reliable data on industrial practices and pollution levels, as well as challenges in assessing the effectiveness of enforcement mechanisms due to possible lack of transparency.
